Secure Jobs Framework to support productivity and better value for taxpayers
The Australian Government is seeking feedback on the next stage of its Secure Australian Jobs election commitment, with consultation opening on a draft Secure Australian Jobs Framework and proposed amendments to the Commonwealth Supplier Code of Conduct.
Secure jobs and productivity go hand in hand. Businesses that invest in their workers, build skills and maintain a stable workforce are better placed to deliver high-quality work, manage risk and provide value for taxpayers.
The Secure Australian Jobs Framework was an election commitment under the Government’s Buy Australian Plan. Enabling legislation has already passed Parliament, and the release of the draft Framework is the next step in implementing that commitment.
The draft Secure Australian Jobs Framework sets out a transparent, principles-based approach to the Government’s expectations for secure work, fair treatment of workers and good workplace practices in Commonwealth contracts.
The five principles cover:
- secure work
- fair wages and conditions
- safe and healthy workplaces
- gender equality and diversity
- support for local jobs, skills and industry capability.
The draft Framework also includes indicators of good practice to give businesses greater clarity about the principles and how they can be demonstrated in practice.
The proposed amendments to the Commonwealth Supplier Code of Conduct would give effect to the draft Framework in relation to government procurement and strengthen the information available to government when assessing supplier capability and delivery risk.
Value for money remains central to Commonwealth procurement. The proposed amendments to the Commonwealth Supplier Code of Conduct will help government identify suppliers that are well placed to deliver quality outcomes, support workforce capability and provide the best return on public investment.
