Improving Outcomes for First Nations People Exiting the Justice System
The Albanese Labor Government is continuing to deliver on its commitment to Closing the Gap by supporting First Nations people to re-establish themselves in communities and connect them with employment and learning after incarceration.
From today, eligible organisations can apply for grants under the first phase of the new Reconnection, Employment and Learning (REAL) Program.
The program has been developed in partnership with First Nations people through multiple rounds of community consultation and targeted engagement. It will focus on providing personalised mentoring and support to First Nations people in the justice system to build pathways to employment, education and training opportunities as well as facilitate greater connection to culture, Country and language.
Minister for Employment and Workplace Relations Amanda Rishworth said the program provides a pathway to improve outcomes for First Nations people in custody by helping them in tangible ways re-establish themselves in the community.
“The Australian Government is committed to strengthening employment and training outcomes by building pathways and removing barriers for all Australians,” Minister Rishworth said.
“Through this program we want to reduce recidivism in order to break the cycle of incarceration – and see fewer people in jail and more in jobs.”
“Through consultation, we have listened and taken on board feedback so that the REAL program can be effective and beneficial to participants.”
Successful applicants will provide six months of pre-release and 12 months of post-release support for incarcerated First Nations people from a cross-section of facilities across states and territories.
This support will help them transition from incarceration into the community by reconnecting with health, housing, education and other social services.
While states and territories hold primary responsibility for the criminal justice system, the REAL Program will support advancement on Closing the Gap targets in employment, education, and justice.
The REAL Program is $76.2 million measure over five years announced in the 2024-25 Budget to establish a new employment services program to reduce instances of re-offending and improve the economic security of First Nations people transitioning out of the justice system.
Applications for grants for Phase 1 of the program are open until 15 September 2025.
First Nations and Aboriginal Community Controlled Organisations will be prioritised in the selection process.
